TrustLayer

Certificate tracking for the holder side that brokers resell to clients. A service and revenue add-on, not a tool for issuing your own COIs.

Who wins with it

Choose it if

Your commercial clients (contractors, property managers) struggle to track their vendors' certificates and you want to offer that as a service or revenue line.

Skip it if

You're looking for a tool to issue certificates for your own insureds; TrustLayer tracks certificates rather than issuing them.

The good and the catch

+A broker partner program. Any P&C agency can join; brokers can resell the software, offer review services and get a channel manager and co-marketing.
+Named broker users. Testimonials on its broker page come from IMA, PayneWest, Ansay & Associates and Quasar Risk Advisors (Oct 2026).
+Free starting tier. The Starter plan is free for up to 50 vendors, with expiration tracking and AI document collection and classification.
+Prospecting angle. TrustLayer says brokers can offer gap coverage to clients' non-compliant vendors as a source of new business.
−Not an issuance tool. Its broker page describes collecting and verifying certificates, not issuing them from your AMS.
−No AMS integration listed. Named integrations are construction and accounting systems (Procore, CMiC, Vista Viewpoint), not agency management systems.
−Paid tiers by quote. Pro and Complete plans have no published price (Oct 2026).

What it is

TrustLayer is a certificate and insurance compliance tracking platform. Its main buyers are companies that need their vendors, subcontractors and tenants to carry the right insurance: they collect certificates and endorsements, check them against requirements and chase what’s missing.

It’s in this category for a different reason than the issuance tools. Agencies don’t use TrustLayer to issue their own insureds’ certificates. They offer it to commercial clients as a value-added service, resell it or provide review services on top of it. The broker page carries testimonials from IMA, PayneWest, Ansay & Associates and Quasar Risk Advisors. The vendor reports a network of 517,000+ companies and 400,000+ COIs processed monthly (as of October 2026).

How it works

Per the vendor’s site and broker program page (October 2026):

  1. Set requirements. The client (or the agency on its behalf) sets insurance requirements for each vendor or tenant group. Paid plans add AI Smart Requirements.
  2. Collect documents. Vendors upload certificates and endorsements without needing to sign in. AI collects and classifies documents.
  3. Verify and track. The platform checks certificates and endorsements against contract requirements, tracks expirations and messages vendors about gaps.
  4. Broker access. Clients can give their broker access to the account. A PayneWest compliance specialist quoted on the site says she can quickly see who is compliant and find vendors with adequate coverage in an area.
  5. Report. Basic reporting is free; paid plans add BI reporting and integrations with Procore, CMiC and Vista Viewpoint.

Where it’s strong

Built for the client’s problem. Contractors and property managers who track hundreds of vendors’ COIs get a real tool, and the agency gets credit for providing it.

Clear broker program. Any P&C agency can join. Benefits include a channel account manager, sales support, co-branded materials, joint webinars, market development funds, deal registration and training. Brokers can resell the software and offer review services.

New business from vendors. TrustLayer pitches brokers on offering gap coverage to clients’ non-compliant vendors, turning compliance work into leads.

Easy start. The free Starter plan tracks up to 50 vendors.

Where it falls short

Doesn’t issue certificates. If your pain is producing ACORD 25s for your own insureds, TrustLayer doesn’t address it. Pair it with an issuance tool or your AMS.

No AMS connection. Listed integrations are construction and accounting systems, not agency management systems. Client tracking data stays in TrustLayer.

Pricing for scale is opaque. Pro and Complete plans are by quote only, and the broker page doesn’t publish reseller economics.

Some manual review remains. G2 reviewers say additional insured requirements still need a person to check them (Oct 2026).

Pricing and setup

Starter is free for up to 50 vendors. Pro and Complete are quoted after a demo, and TrustLayer Plus is an optional add-on (as of October 2026). Brokers apply to the partner program for resale and referral terms.

Who should look elsewhere

  • Agencies that need to issue certificates faster. An issuance platform with AMS connectivity, templates and client self-service fits that job.
  • Agencies wanting certificates that update themselves. A certificate network that issues live, auto-updating COIs handles both sides of the exchange.
  • Small agencies without many contractor or property clients. The service model pays off where clients manage many vendors.

What agencies say

Reviewers say TrustLayer makes COI tracking manageable, with AI that reads certificates and attentive support. Complaints are that additional insured requirements still need manual review and noncompliance notices aren't flexible enough.
