You have direct carrier appointments, want to keep full commission on them, and want a free tier or published per-user price to start.
You're short on appointments, want market access and a wholesale placement desk for fall-out, and can accept 75/25 or 50/50 commission splits.

The short version
Semsee and Bold Penguin both quote small commercial across many carriers from one application. They differ most in how you reach those carriers and what you pay for it.
Semsee is built around quoting. It publishes its pricing, has a free tier, and lets paying users quote their own direct appointments at full commission. It changed owners in March 2026, when iBynd acquired it, according to Coverager.
Bold Penguin, an American Family Insurance subsidiary, is built around access. Market access appointments come with the subscription, and a placement desk handles risks that fall out. The catch is commission. Its help center says Terminals opened on or after June 1, 2026 can’t activate direct appointments, so new accounts work through 75/25 market access or 50/50 placement desk splits.
Carriers and lines
Semsee lists BOP, workers’ comp, GL, professional liability, management liability, cyber and commercial auto. As of October 2026, its homepage shows 46 carrier logos, including Liberty Mutual, Travelers, Chubb, CNA, The Hanover, Nationwide, Coalition, At-Bay and Pie.
Bold Penguin says agents can reach 40+ carriers in all 50 states, admitted and E&S. Its help center has 32 carrier guides covering BOP, GL, WC, professional liability, cyber and commercial auto. Each guide shows which lines quote in the Terminal, off platform or through the placement desk. There are conditions on big names. Liberty Mutual is listed for direct appointments only, which new accounts can’t activate. Travelers isn’t taking new market access appointments and is available through the placement desk. Commercial auto in the Terminal comes only from Nationwide and Acuity, and both require your own appointment.
Neither platform shows The Hartford or Progressive in the materials we reviewed. Confirm your key carriers by state with either vendor.
Workflow and integrations
Both tools start in similar ways. You can build the application from scratch, upload an ACORD or prefill from HawkSoft. HawkSoft is the only AMS integration either vendor documents, and in both cases it pulls client data in. We found no documentation of quotes or policies flowing back to an AMS from either one.
Semsee offers a free Appetite Checker and returns a tile for each carrier, with statuses such as Finish in Carrier Portal and Declined (with a reason when the carrier gives one). For appointed carriers, you bind through a deep link into the carrier portal. For carriers reached through Semsee Market Access, which includes E&S per the vendor, you request a bind or underwriter review inside Semsee.
Bold Penguin checks each carrier’s integrated appetite using NAICS codes. Lines marked In Terminal return quotes on screen. Off Platform lines must be quoted on the carrier’s portal. When a risk declines, you can send it to North Peak Access, Bold Penguin’s wholesale brokerage, or to RT Specialty and Pathpoint for E&S. That fall-out path is Bold Penguin’s clearest advantage. The help center also notes that not every carrier’s appetite is fully integrated, so a risk can show out of appetite in the Terminal and still quote on the carrier’s portal.
Pricing and contracts
Semsee publishes pricing as of October 2026. Essential is free and quotes only Semsee’s appointed carriers. Professional is $50 per user per month and adds your own direct appointments. Enterprise is priced through sales. Market Access is sold separately. We could not confirm a contract term.
Bold Penguin sells the Terminal as an annual subscription that renews on your sign-up anniversary. The price isn’t published. Its terms say you can cancel yourself, effective immediately. Market access appointments carry no extra fee, but they carry the 75/25 commission split.
Which one should you pick?
- Agencies with strong direct appointments: Semsee Professional lets you quote them at full commission. New Bold Penguin accounts can’t activate direct appointments.
- New or small agencies with few appointments: Bold Penguin’s included market access and placement desk get you quoting sooner, at the cost of split commission.
- Agencies that place a lot of hard-to-place or E&S risk: Bold Penguin’s placement desk and E&S routes give declined risks somewhere to go.
- Agencies selling cyber and professional lines: both cover them. Compare the specific carriers in your states.
- Buyers who want to test before committing: Semsee’s free tier is the lower-risk start.
